I've just received an I-797, Approval Notice, for my EAD request. Can I get a SSN with it? Or I have to wait for I-688B?

I don't fully understand the legalese where it says "THIS NOTICE [...] CANNOT BE USED IN PLACE OF FORM I-688B [...] However, this Approval Notice in conjunction with a document that establish identity, such as [...] documents listed on List B of Form I-9, can be evidence of employment authorization [...]"

So, it appears that the Approval Notice can be used as evidence of employment authorization but I don't have any of the documents listed on List B of Form I-9. Would a foreign passport be accepted as a document that establish identity?

TIA!

I, partially, answer to my own question. This morning I went to the local Social Security office in Rochester, NY and they require either I-766 or I-688B to apply for SSN.

I still don't understand why, given what USCIS writes on the EAD approval notice.
