My brother (citizen) processed my parents green card. They landed yesterday at NJ. My dad says that they were taken to a room did the formalities of taking finger printing and checking the documents. However, they have not stamped their passports. They do not have temp immigrant stamp.

Is this normal? or did they forget to do it? Can someone please advise.

Their passports' should have a printed US visa sticker (received at the consulate) which, in small print near the bottom, says something like "upon endorsement serves as temporary I-551 evidencing permanent residence for 1 year." This is essentially the same thing as the old I-551 stamp.
